Austin (WBAP/KLIF) – The presiding federal judge in a long-running lawsuit against Texas’ foster care program says she may slap the state with huge fines for contempt of court. Judge Janis Graham Jack didn’t say how large those fines might be. but she did say they would be large enough that the state might want to invoke a criminal defendant’s right to a jury trial. The judge said she’s had enough of unkept promises of compliance to standards from leaders of the Department of Family and Protective Services and the Health and Human Services Commission.
