Richland Hills (WBAP/KLIF) – The Richland Hills Police have arrested a suspect for prowling the streets near Richland Middle School while carrying a rifle. 31 year old Phillip Ibarra was arrested Thursday evening in Hurst. Witnesses identified him as the man they had seen near the school in mid-afternoon, then again a little after 6:00 PM. Each time carrying a rifle in what was described as a threatening manner. It turns out Ibarra already had several warrants out for his arrest, including at least one for aggravated assault with a deadly weapon. He’s now in jail in North Richland Hills.
