Internationally wanted torturer caught in west Texas

San Angelo (WBAP/KLIF) – Federal authorities say a former Peruvian army sergeant has been arrested in San Angelo on a 27 year old human rights charge. U.S. Immigration and Customs Enforcement (ICE) says its agents apprehended 48 year old Dennis Wilfredo Pacheco-Zambrano for the 1991 killings of 15 villagers in Peru. The incident is known in Peru as the Santa Barbara Massacre. It was a Peruvian military operation in which residents of that village were rounded up, tortured, raped, and murdered. Pacheco-Zambrano will be returned to Peru to face the charges.
