(WBAP/KLIF News) The handcuffs on an inmate accused of killing a guard were not locked. That’s according to a new report released by the state of Texas. Records show last year Billy Joel Tracy from Garland, was able to free himself from handcuffs that weren’t secure and beat to death corrections officer Timothy Davison. At the time, Tracy was serving a life sentence for robbery and assault. He is now charged with capital murder and prosecutors are seeking the death penalty.
