The Department of War announced approximately $350 million in quantum computing initiatives Thursday as part of President Donald Trump’s broader effort to strengthen American scientific research and military technology.
The October 8 releases detail three related announcements: a department-wide research strategy, a roughly $350 million quantum initiative and a $150 million conditional loan commitment to PsiQuantum. The proposed loan is included in the quantum initiative, not an additional $150 million expenditure.
Quantum Computing and National Security
The Office of the Under Secretary of War for Research and Engineering said the quantum initiatives will help identify applications in chemistry, materials science and physics that could eventually support military equipment and manufacturing.
“Dominance in quantum information science is a critical priority for both President Trump and the Department of War. Maintaining American leadership in this field is essential to preserving our technological edge, and R&E is uniquely positioned to drive the innovation needed across academia and industry,” Under Secretary Emil Michael said in the quantum announcement.
The Defense Advanced Research Projects Agency (DARPA) advanced four prospective quantum computing providers into Stage C of its Quantum Benchmarking Initiative. The agency described approximately $200 million in new funding for this phase, following more than $650 million in earlier investments in prospective providers.
Stage C will test whether the companies can construct and operate their proposed utility-scale systems. DARPA also plans workshops before January 2027 to identify practical uses for quantum computing.
Conditional Financing for PsiQuantum
The department’s Office of Strategic Capital separately announced a $150 million conditional loan commitment to PsiQuantum Corp. to support U.S. manufacturing and prototyping for its photonic quantum computing technology.
The commitment does not mean the government has disbursed the loan. The company must meet financial, legal, technical, and due diligence requirements before closing.
“Funding the development of fault-tolerant quantum computing is a national security imperative,” Peter B. Zuckerman, senior managing director at the Office of Strategic Capital, said in the release. “We must scale this critical technology to secure our technological edge and deny adversaries a decisive strategic advantage.”
“A fault-tolerant quantum computer is a quantum computer designed to operate correctly even in the presence of errors,” according to IBM. “Because quantum bits (“qubits”) are extremely sensitive to their environment, they are prone to errors like decoherence and noise. Fault tolerance is about detecting and correcting these errors, in real time.”
Broader Research and Workforce Changes
In the third release, the department outlined a wider strategy to update defense laboratories, work with universities, recruit scientists and protect federally funded research from foreign exploitation.
The department and National Science Foundation established a research cooperation framework. The announcement also describes $200 million for programmable cloud laboratories in fiscal year 2028 and lists a $40 million AI Forge initiative among areas of joint interest. Those figures are separate from the approximately $350 million quantum package.
Other plans include new methods to evaluate laboratory performance, expanded scientific scholarship programs and a Defense Patent Holiday initiative offering royalty-free licensing windows for certain federally developed patents.
The announcements describe proposed financing, program funding, and future research activities, rather than proof that utility-scale quantum computers are operational or that the conditional loan has closed.
