As of Thursday, Plano Independent School District Brinker Elementary School Principal Jennifer King faces potential termination following the arrest of a former second-grade teacher on child sexual abuse charges and related civil lawsuits alleging she ignored prior warnings.

Plano police arrested Paul Campbell, 64, of Dallas, on July 8 on a charge of continuous sexual abuse of a child under 14. The investigation began after an 8-year-old second-grade student at Brinker Elementary reported inappropriate physical contact to family members over the July 4 weekend. According to arrest affidavits and police statements, the student said Campbell touched her private parts multiple times when she approached his desk during the 2025-2026 school year.
On July 27, police obtained three additional warrants charging Campbell with indecency with a child by sexual contact after more victims came forward. Campbell taught at Brinker Elementary for approximately 28 years, The Dallas Express reported. He remains held at the Collin County Detention Center. The Texas Education Agency suspended his certificate and placed his name on the Do Not Hire Registry.
Plano ISD trustees voted unanimously shortly after the initial arrest to begin the process of terminating Campbell’s contract under Chapter 21 of the Texas Education Code. The district stated it was cooperating with police, had made required reports to the Texas Education Agency and the State Board for Educator Certification, and called the alleged conduct “reprehensible.”
Civil Lawsuit and Prior Coverage
Parents of one alleged victim, identified in court documents as Janie Doe, filed a civil lawsuit on July 30 in Collin County District Court seeking $1 million. The suit names Campbell, Plano ISD, and Principal Jennifer King as defendants.
It alleges Campbell sexually abused the girl and other second-grade girls on multiple occasions during the 2025-2026 school year.
The lawsuit claims King received at least one prior report from another parent about Campbell inappropriately touching a female student and failed to notify law enforcement or the State Board for Educator Certification. It further alleges King denied a request from another parent to transfer a student out of Campbell’s class and took no steps to investigate or increase supervision.
“Jane and John Doe trusted Defendant Plano ISD and Defendant King to provide a safe, nurturing environment, in loco parentis and to staff teachers who were good role models and mentors not sexual predators,” the suit states.
The petition notes Plano ISD placed King on a leave of absence on July 14.
Plano ISD has said it cannot comment on pending litigation or confidential personnel and student matters.
Latest Update on Principal’s Status
On Thursday, reports indicated King faces potential job loss in connection with the allegations of ignored warnings, as first highlighted in local coverage that day. Campbell continues to face the continuous sexual abuse charge (a first-degree felony) and the three indecency charges (second-degree felonies). Police have encouraged additional victims or witnesses to contact the Plano Police Special Victims Unit.
