Dallas voters will soon decide the fate of Proposition A, a $443 million public safety bond that has divided members of the Dallas City Council.
During separate interviews with Sarah Zubiate-Bennett on Let’s Talk Local, Dallas City Council Member Cara Mendelsohn (District 12) and Mayor Eric Johnson (R) presented opposing perspectives on the proposal. Both emphasized the importance of public safety but disagreed on whether the bond represents the right approach to funding critical infrastructure.
Cara Mendelsohn: Vote no on Proposition A
Mendelsohn argues that the issue is not whether Dallas needs improved public safety facilities, but whether voters should authorize additional borrowing without stronger restrictions on how the council can spend the money. She expressed concern that the City Council can redirect bond funds to different projects with a simple majority vote, potentially changing how the council ultimately uses voter-approved money.
Mendelsohn described the proposal as “a big lump sum where the council can redirect with just a majority vote what the projects are.” She pointed to recent council decisions reallocating previously approved bond funds and said her proposed amendment separating academy funding and 911/emergency operations funding into different propositions failed by an 8-7 margin.
Mendelsohn also questioned the city’s financial priorities, citing $8.6 billion in citywide debt in Moody’s fiscal 2025 figures and hundreds of millions in previously authorized borrowing that the city has not yet issued. She raised concerns about escalating costs for the planned police academy, noting that its projected budget has increased significantly. Although she supports replacing inadequate training facilities, she believes the city must demonstrate greater financial accountability before requesting additional funding.
If Proposition A fails, Mendelsohn hopes the city will return to voters in May with a smaller, more detailed proposal focused specifically on the police academy. She wants clearer spending limitations and assurances that the council cannot redirect unused money. Her position, she emphasized, reflects concerns about fiscal oversight rather than opposition to public safety improvements.
Eric Johnson: Vote yes on Proposition A
Johnson argues that Proposition A is essential to improving Dallas’ public safety infrastructure and supporting first responders. He emphasized what he described as unprecedented alignment among city leadership, including the city manager, police chief, fire chief and most of the City Council, around making public safety the city’s highest priority. He believes that shared commitment makes this an important opportunity for Dallas.
“We want Dallas residents to feel like they are in the safest big city in the country. And it takes facilities to do that,” Johnson said. He argued that outdated buildings hinder recruitment and prevent first responders from operating with the resources and training environments necessary to serve residents effectively.
Johnson outlined several projects the bond would support, including two police academy facilities: an academic training center at the University of North Texas at Dallas and a separate facility at Dallas Executive Airport for firearms and driving instruction. Additional projects include relocating the 911 call center and emergency operations center, consolidating police evidence and crime laboratory operations, and replacing Fire Station No. 4, which dates to 1953.
Addressing financial concerns, Johnson maintained that Proposition A would not require an increase in the city’s property tax rate. He said debt payments could fit within the existing rate or potentially a lower one. Johnson also rejected suggestions that the proposed facilities are unnecessarily elaborate, arguing that modern infrastructure is critical to recruitment, preparedness and effective emergency response.
The decision ahead
Both officials agree that Dallas needs improved public safety facilities. Their disagreement centers on whether Proposition A provides the appropriate funding structure, financial safeguards and urgency to address those needs.
The city estimates total repayment of the $443 million bond at about $629.6 million, including interest.
Early voting runs October 19–30, with Election Day scheduled for November 3. Dallas voters will have the final say on Proposition A.
