UPDATE: May 10, 2019 New Information from Garland Police:
This afternoon, May 9, investigators received a tip on the possible location of the minivan. A 2006 Toyota Sienna was located and confirmed to be the involved vehicle. Additional information led Investigators to identify the driver, believed to be responsible for the hit and run, as 35 year old Miguel Angel Castro, a resident of Dallas. This evening just before 7:00 pm, Castro was located and arrested in the 13400 block of TI Boulevard, in Richardson, Texas. Castro is currently in the Garland Jail with charges of Failing to Stop and Render Aid – Serious Bodily Injury and Possession of Methamphetamine. He was also found to have a felony warrant out of Dallas County for Bond Forfeiture/Possession of a Controlled Substance. No bond has been set.
GARLAND (WBAP/KLIF News) — Garland Police are offering a $5,000 reward for help in finding the driver behind an almost deadly hit and run.
The incident happened Wednesday afternoon around 12:45 off Action Road, just south of Forest Lane, where a man driving a dark blue mini van hit another man on a ladder.
Video, which can be seen below, shows that driver then getting out of his van, checking on him, then getting back in and driving off.

The man he hit suffered a head injury and is in critical condition at the hospital.
The video shows the van has significant damage on the passenger side above the tire.
